You should hear the impulse click when turning over- it could be broken. Remove the plug wires from the mag, hold your hand over the cap and turn it over- should get more than a mild jolt. If you take the coil out, check for a dead short between the wire and steel on the coil. Short means coil is bad, new is about $65. Mag may need to be re-magnetized if weak.
