I have an Actron scan tool. I was working on a friends 1994 OBD 1 Ford F-150. The tool said it was always in open loop. I replaced the thermostat with the correct 195 degree thermostat and a new heated oxygen sensor and nothing changed. He took it to the Ford dealer and their equipment said it was working properly. My scan tool has always read the oxygen sensor correctly on other vehicles. Does anyone have any ideas?
