What you need to do is find a friendly small engine repair shop that deals with aftermarket companies like Stens or Rotary. I am thinking their catalogs tell the pulley dia. and shaft size. You will have to find a clutch that meets both criteria.
The other option, since you say your new crank is smaller than the old one is to get a machine shop to make you an adapter sleeve that will adapt the old clutch to the new engine. Be sure they understand it has to have the keyways in it to drive the clutch.
