Many factors go into choice of court for judgment- filing fees, whether the court has mandatory arbritration (not good from creditor's point of view), whether case has to be filed before serving (needless expense if you can never get the defendant served), etc.
In Washington, a small claims judgment must simply be "transcribed" to Superior Court to become a lien on real property. Small claims judgment is as collectable as a District Court or Superior Court judgment- but up to the judgment holder to go after the money- ie, garnish bank account or wages, lien on real estate, etc.
Sad fact is, many debtors are "judgment proof"- Personal goods, vehicles up to certain value, home equity up to $125,000 equity, etc. are exempt from execution under state law, and any money from guvment (social security, welfare, disability, etc.) is also exempt. With lots of folks these days, by the time you get through all the exemptions, there's nothing left.
