That could be warble fly"s larva. The lumps are the size off a half dollar and appear on the back. Eventually they will have air hole show up and the the grubs will crawl out and pupate on the ground to become flys again.
I would advise you to google "warble fly" or "heel fly" and read about their lifecycle and treatment. I don"t believe Ivermectin works for them (It"s been twenty years or more since I had to deal with them.) There is a specal pour on but you can"t just put it on just any time becase part of the lfecycle is spent near the spinal chord and if you kill them there is some chance of having the cows go down with nerve damage.As I recall, the pour on is put on after heavy frosts.
