There is a adjustable relief poppet somewhere in the valve block. it can look like a hex bolt head or a round head blind nut,some have a treaded rod under it other brands use shimms to adjust the relief pressure. All of them have a spring and a ball or tapered valve or a hollow spool as poppet.
It aint no rocket science to take it apart to if the hangup is there,just count the revolutions of the treaded rod if it happens to have one when you take it out The valve spools themselves seldom give a problem unless they are plain worn out but it dont happen overnight.
You can also have a bad cylinder from the get go(not the first time that happens)
