Check the return circuit. Injection pump governors can act real funny if there is a restriction in the fuel return lines. I had a bug that got stuck in the return line on a JD4010. The owner had the injection pump rebuilt, the injectors replaced, and new transfer pump. I just happened to loosen the return line at the pump and the tractor ran fine until you would make the fuel go through the return lines. I have always wondered how a bug got into the return line.
