If I read your question correctly you are asking if you can use a lp tank as downstream storage and asking about welding a drain into the bottom of the tank. If this is what you are asking then the answer is yes you can but the other answer is you dont need to weld in a drain. If you are concerned about moisture in the tank just mount it upside down so that the moisture would drain back into the line. You can add a dryer to the line if you find moisture to be a problem. Having a storage tank close to your work (end of the line) will help maintain a more consistant pressure while working. Your compressor will not run any less with this setup you will have a longer period of blasting followed by a longer period of recovery.
