Some distributors have internal ground strap/wires that are usually under one of the screw that hold the points down. If not used it can cause all types of problems. The distributor in FE Ford engine use this. One time the BIL miss putting one of them back on on his pick-up. The engine would run but not well. reconnected the ground wire and all was well. On a points system, when the points are closed, there should not be any voltage on the point side of the coil. If there is voltage, you have a grounding problem somewhere.
