Try bleeding the steering motor. Some times when you rebuild the steering valve you will get air in the steering motor. It then will not work right. The valve requires oil flow back to the return side to balance the steering action. If it is getting air it will not steer.
If this does not help then you may have put one of the valves in back wards. I have done that before. I have never repaired a JD 6500 sprayer but it is the same system as the 40 series tractors. I checked my service manuals on this.
