OF COURSE you can run your SICKLE mower off of the drawbar's centerline.
It's COMMONLY done so the mower's inner shoe tracks behind the tractor's RH rear wheel and the wheel and shoe run in the path cleared of cut grass by the outer shoe's "grass board" so as not to trample the standing hay or mash the cut hay into the ground.
