Steve, waterbeds are used in production of tobacco transplants, so don't know if the equipment used is available in your area.
Styrofoam trays with tapered growing cells, 288 cells per tray, are filled with a growing medium somewhat like potting soil and tamped tightly to prevent falling through the cell bottom holes. One grain of corn is placed in each cell and covered with growing medium.
A wooden frame about six inches deep is constructed to hold as many trays as desired. A sheet of black plactic is placed over the frame and 2-3 inches of clean water are used to float the seeded trays. Bows are fastened over the float bed to support a white canvas cover that allows sunlight in but helps retain heat.
After seed germinate, a water soluble fertlizer is added to the water to promote growth. At planting time plants have a small cube of growing medium on the roots so they don't have the setback from transplanting.
