The screw is for the idle, the main jet is fixed unless you happen to have a kerosene/distillate carb. The float setting is 1 5/32 not 1 5/16, according to the A service manual. The measurement is with the top of the carb upside down, measured from the gasket to the top (with it upside down) of the float. As El Toro said, that carb will usually run rich unless you work the tractor hard, you might need to lower the setting, but that won't affect performance, unless it is way off. You really should replace the needle and seat. But, if you are SURE your carb is clean, then you have a piece of rust of something restricting the flow, most likely in the outlet of the gas tank before it gets to the sediment bowl.
