The oil tube is about 1/2-3/4 inches in diameter,and about a foot and a half long if I remember correctly. It slides through a hole in the back of the rear end housing and seats in another hole up next to the transmission itself. A notched nut goes over the end of it and threads into the housing to hold it in place. The PTO oil slinger is a pot metal gear that runs on the lower transmission shaft and meshes with one of the gears on the top shaft. Any time the clutch is engaged, whether the tractor is in gear or not, it rotates and throws oil up the side of the case into a cast channel which leads to the oiltube, and through that to the PTO, thus lubricating the PTO. Quite often the teeth are gone from the oil slinger because the bottom of it hangs in a pocket in the bottom of the case where moisture can collect and freeze, then you start the tractor and gear turns, but the teeth stay in the ice, at least I think that's what happens. I have a C and two supers, and only one has teeth on the oil slinger. It's just about a total transmission teardown to replace, so I just don't do any stationary PTO work with the other two. The oil slinger is not necessary when the tractor is operating in gear, because every gear on the bottom shaft is turning and throwing oil.
