Make certain that the starter drive gear is the proper one for your application. Sounds like the mesh of the drive gear & ring gear could be too tight. If the starter mounting bolt holes are a bit large, try adjusting the starter away from the ring gear as far as it will go. Of course, the flange which locates the starter in the bellhousing is going to determine if you will have any leeway. Worth a try.
