wont move how? wont raise/lower? rotate? swing sideways? IF it wont raise,pull round inspection plate off right side of tractor and see if when you move touch lever that control arm moves. if it does,reach down inside with everything off and see if it has become loose from control valve in pump. if it doesnt and its attached to control valve try to move valve by hand. they can stick. try this first and let us know. problem could be in cover ,blown gaskets,leaks etc but this is what to check first in my opinion.sounds stupid but do you have the pto on? pump wont work without it.
