If you are sure your welds on your end caps are "sealed" you wont have a problem. If you have the tiniest pin hole allowing oxygen/water to enter it will rust, probably get enuff water in it to freeze in the winter and swell the tube. If I was doing it I would ensure it was sealed, that way you are not going to get rust running out of your "vent holes" This is assuming you are using steel tubing, and not having it hot dipped galvanized, or something?
