So it's more like the clutch fails to release? If the pedal still feels normal, it is probably stuck, rusted to the flywheel.
Once you get it started in gear, can you stop the tractor without killing the engine? As in it will not release at all? If so, very carefully put it in a mid to high gear, start it up, drive it with the clutch pedal held down. Goose the throttle, hit the brakes, what you want to do is stress the drive train to try to pop the clutch loose from the flywheel. If that doesn't work, sometimes you can access the edge of the clutch disc through the access cover or the starter hole, reach in with a knife blade, clutch pedal blocked down, pry the disc lose from the flywheel and pressure plate. Once it's loose, block the clutch down when it's stored.
If the clutch is dragging, as in once it's in gear you can stop with the engine running, there are 2 possibilities. Ether there is too much freeplay in the clutch pedal (needs adjusting). Or there is something wrong with the pressure plate, it is not releasing properly.
