Probably the answer to your question would vary from state to state. I think few officer's would tolerate you aiming a camera at them while they are questioning you or writing you a ticket. I think they would be more tolerant of a passenger standing off at a little distance filming. If you want to do that sort of thing there are companies that make ball caps with a hidden camera in them you could activate. I don't think they would make you turn it off even if they knew they were being filmed. They want your attention should be with them, not the camera.
