Ground Towing a Tractor - a few questions ???

Can a person tow a tractor behind a vehicle (no trailer) without harming the tractor? The distance would be about 20 miles and it would be done slowly, very slowly. The engine and clutch assembly are out of the tractor so there's just the wheels, frame, and the transmission/differential. Someone told me not to do it, others say it can be done. One guy said keep it in neutral, the other one said keep it in gear so all the shafts are turning. Remember, there's no engine and clutch so the whole thing is freewheeling sort of. Any comments you have would be appreciated.
