Air or the pump drained down. Does the steering have it's own pump or come off the tractor hydraulics?
If it's own pump, be sure it is topped off. Try bringing the RPM up while turning the wheel. It may help to lift the front wheels off the ground to get some oil moving easier.
If tractor hydraulics, be sure it is full. Do the other hydraulics work?
Reversing the lines will not stop it but will make it work backwards.
