Ahhhh, Maybe that was it... Needed the decompression lever pulled to rotate the engine... I missed the part saying to release it in the procedure, but that would make sense.
As far as the washer goes, I looked inside the bore the injector slides into with a bore scope and there did not seem to be any copper washer. I even reached in there with a pick and tried to see if it was just stuck and nothing in there was movable so I am not sure there is one in there? I know it shows one in the parts manual, but I did fine other discrepancies between what I have and what is in the manual.
I was unable to check the fuel cracking pressure as I had the pony off the tractor an disassembled at the time so I was unable to rotate the big engine over under compression.
