These are Mennonite buggies, so they have both rubber tires and lights.
Amish buggies in my area have steel wheels and reflectors only. Many of them pretty much have the same view as some on here - Government has no right to tell them how to live. Whether they get killed or kill someone else is up to god. It is a pretty crappy viewpoint, really.
