Ok not to practical but would help keep the valve working and prevent the water problem since you have an affinity to using the tractor like the majority of respondents have told you would solve your problem. Put it in a tank of oil just remove the tires from the rims /wheel s and let it set in a vat of oil completely sumberged now everything will be kept from rusting and oiled to your satisfaction with no rust or water condensation. You will how ever need to fill it to the top of the tank with no space for air and then never ever remove it. About the only way to keep it oiled and rustless for long term keeping. You don't want to hear the real soloution so this is about as practical as all the ideas you have come up with as idiotic as some of them are.
