Off topic - inboard boat motor

maybe one of you mechanics can help me quit scratching my head....sorry it's off tractors

bought an 18' inboard/outboard with a GM straight 6. it'll crank if i jump the starter with a screwdriver. it has another solenoid on the opposite side of the engine from the starter that i replaced thinking it was out. i can't get the first solenoid to send current to the solenoid on the starter. key switch checks out.

where else do i need to check for a short? last resort is to start running new wire between the key and the new solenoid.

why does it need 2 solenoids, anyhow?
