Dave I'm shooting in the dark here, want you to understand. But always keep the old shims like you said. The best place to start. then get some PRUSSAN BLUE, in a tube like tooth paste. Coat a few teeth (3) in three places, roll the ring and pinion back and forth on each spot and look at the pattern. I would like to see the pattern (contact area) even on both sides of the tooth and nearer the center than the outside of the gear.
You where right again by saying set the pinion deapth first, then the back lash. If you can't get an indicator on the teeth to check the back lash, mount a flat piece of steel on the pinion equal to the size of the pinion, in dia. and measure it there. You sound like you know what you are doing anyway, good luck.
