Forgot to mention, you didn't say if it was the Deluxe model or not. If so, they are the more desireable TO-35s: two speed rear, 6 forward gears, two stage clutch with live hydraulics. Normally in my area, a Deluxe TO-35 in VG condition without the loader and backhoe would be worth about as much as the price you mentioned, especially this time of year, so that gives me pause to think something is wrong. A professional engine overhaul is perhaps $1400 or so.
