From what I have seen the state highway dept tractors are designed for single purpose tractors. What I mean is most have huge hydraulic systems to run a side mower, and maybe a bush hog on the back. Most have no drawbar or no three point hitch, and have car tires on the front and no fluid or weights on the back. Some also have real high gears to go up and down the road. You can turn them back into a farm tractor, but you may have to take off a bunch of stuff and put back on some of the hitches. Also if they are painted yellow or orange you will never be able to paint over that without it bleeding through or a scratch making that yellow visible again. I have not been too impressed with the few tractors I have seen brought back to an ag tractor from highway dept tractors. Just my 2 cents
