To me it sounds as if there is a problem in the
charge pump circuit.
Note: I worked at an IH dealership during the
mid 70s' and one of the things we were
warned about was the tendency for guys to try
to start a Hydro by pulling it or pushing it if it
wouldn't start on the starter. Since the charge
pump supplies lubrication to the pump and
motor swash plates pulling/pushing will result
in failure of the pump and/or motor piston feet
which ride on the swash plates. A simple
check for this condition is to pull the bottom
cover off of the hydro housing and check for
bronze filings.
