Using sickle bar for pond weeds?

I'm thinking of using a sickle bar mower (J.D.#39) to mow the weeds around the pond. These are the large stem weeds (cattails)?. I would modify the mower by mounting it on a rolling gear offset in a way that it would keep the tractor high and dry on the bank. A big modication here, so I would like input as to if this would even cut cattails in the first place before I start thid job. Thanks as always for your time... Jim
