It is about the same here on getting a permit. You buy the property, maybe pay taxes on it for years. Then spend big bucks just to get ready to ask permission to build a house on it. Here, we have to get approval from three different offices before a deed can be recorded- and this is rural area. Maybe 6 traffc lights in the whole county. It is rumored that in some parts of NJ, the cost of permits and inspections for ordinary new house might be $30,000.00.
