Check engine light could mean a lot of things. Get yourself a OBD-II code reader (or EEC-V, same thing) and pull the codes. For a bad EGR you'll probably get a 327 or 332 code. Other things to check, though, are the vacuum lines, all of them. Your owners manual should show you where they all are. Any cracks in the vacuum lines can also cause computer problems and a CEL light. For comparison, my 95 F-150 2WD with the 5.0 V-8 gets 15-17 mpg, but if I lock out the OD for towing, it can drop to 10. And yes, by all means try cleaning your EGR valve carefully before you fork over the bucks to replace it.
