A bad switch can cause this problem. The brake lights and the turn signal lights use the same bulb. Part of the function of the turn signal switch is to disable the brake light for the selected turn signal so it's not on all the time and allowed to blink. If the switch is shorted or a piece of plastic holding the contacts broken, brake voltage could be feeding back toward the flasher and cause weird things to happen to the turn signals.
