Strange signal light problem

I have a '91 Chevy Caprice that I have owned for about 6 months. I have been having trouble with the signal lights for the last two months. The first time it happened, I tried to signal for a turn, the lights came on, including the indicator light on the dash, but the lights did not flash. Everything else was normal, all the bulbs were fine, just wouldn't flash. I replaced the flasher unit under the dash, and everything was fine for two weeks, then it happened again. I once again replaced the flasher and everything was fine for awhile. So far, I've gone through about four flashers, but each time, it fixed the problem. The other night, the signal lights quit flashing again. I replaced the flasher, but it did not slove the problem. I checked the fuse and all bulbs, everything else was fine. I even tried a second new flasher, and a known good flasher out of one of my pickups. According to the wiring diagram I have, power can only get from the fuse to the signal light switch through the flasher unit. However, if I remove the flasher, the lights still come on. I think this must mean that there is a short between the wire going to the flasher and the wire from the flasher. Do you guys agree? My multimeter is about 50 miles away from me right now, won't be able to get it till Monday. Anything else to check in the meantime? Everything works as it should with the hazard flashers on.
