Decals, Whats the right way??

What to right way to prep the area when installing them. Some say wipe the area with thinner some say wash with soapy water. Also some say to put water on the decal so it can be moved some say no. So what is the right way. Every decal set I have gotten never has instuction with them. So what say you??
