Isn't is SAD ebay has become such a tangled mess of screen after screen of BS you have to "drill" down through to find the answer to a simple question, or actually contact a human. They have become TOO BIG to have a human respond, plus all they care about is the MONEY, and it's almost impossible to get any help. I had two "deadbeat bidders", no big deal, small amounts, and filed "non-paying bidders" against them. When I would go the the "dispute console", it would show no action was needed by me, and that ebay was giving the "buyers" time to respond, before giving me credit for my listing fees. Suddenly, the "dispute console" showed the dispute "closed" due to the passage of a certain amount of time, with no credit of the listing fees. Nowhere did I see what further action I should have taken before their time limit was up, nor did I find a way to contact a human about the problem. The "buyers" walked away "Scott Free", but I was stuck with the listing fees, which admittedly weren't much, but it's the principle of the thing. The buyers wouldn't even respond to ebay, yet the "dispute" was closed! I hope a new competitor comes along someday, and puts them in their place!
