Controling Cats

I live in a sub-rual area....you know no sidewalks.....lots are 120'x300'.....had a problem with ground squirrels....they under mined my front porch .....when the front edge sank,the footer cracked the basement wall and pushed it in about 4".....big job to fix..... I have feed and cared for the stray cats in our area(7)for the last 10 years...in turn they have eliminated the ground squirels..... New neighbors have been trapping the cats and letting them die in the traps.....I also think they are spraying them with something..... what can I give then to put around there house to keep the cats away and out of their flowers..... thanks I need help......Don
