what do you guys think?

I need a reciver hitch for my truck, so that I can use a drop hitch to pull a bumper pull trailer.. my question is do you think this would work, in the picture what is marked red is gone, and the yellow arrow is where I would weld a square tube for the reciver.. think it would work? some say the hitch would not be safe for highway use, but I have pulled a loaded hay wagone with no problem, mind you this is a wagone that sways and jerks really bad.. so what do you think? thanks for your input!
