1960 cat grader

I have a 1960 Cat 12 grader with a gas pony motor. When I start the pony it rev's up good, but when I put it under load it will pop and stall out. I have to kick it back off load and hit it again, and again it will lug down. I have changed spark plugs, drained the cylinders,but have to mess with it for a while befor I can get the diesel going. Has anyone got any ideas. Thanks
