Robert, It is not hard to set up RPM. First with the engine shut off check to see if the linkage is pulling the arm in the back side of the injection pump all the way back to the hi idle stop screw. Screw should contact pump housing at full RPM setting. Might have to adjust linkage for wear. If ok just back the screw out to desired RPM. Takes a 5/16" wrench to loosen & adjust the screw. Ted
