You mean voltmeter.The battery is not under load when the solenoid is (clicking)so I would clean battery terminals first even if they look clean.Also check the other ends of the cables and loosen and move back and forth and retighten.You could well have a bad battery even if new as you have not had a load on it.You could have it load checked at most Auto Parts Stores FREE.
