Dunno..... I've never been in that situation really. Anything I've ever ordered was paid for in one of two ways:
1. If I outright told him to order the part without a firm price, I paid the price or paid the restocking fee... or 2. If it came in at some outrageous amount over the quoted price which has happened at times then he ate it.
Freight is a different story. We've gotten into it on freight at times and go back and forth on that; work something out. It was never a deal breaker...
