I recently bought what was represented to be an owners manual, (the photo was fuzzy), and when it arrived it was nothing more than a maintenance schedule. I paid by Pay Pal within 15 minutes of the auction ending. I left negative feedback because the merchandise was misrepresented, pure and simple.
Up to that point, I had 100% feedback as a buyer. The seller went berzerk, posted negative feedback for me, said I was a bad e-bayer, told everyone not to deal with me, etc.
Assuming payment is made properly, I think a buyer should have the right to make the first comment on a transaction. After all, when you're contemplating doing business with an automotive service department, you ask other customers how they like the place, you don't ask the Service Manager how he likes his customers.
