I have a similar problem but I think it has to do with a clogged whole-house sediment filter, at least, on my system. When the filter gets clogged the faucets spit air and the pump takes a little to catch up. Once I replace the filter, the problem goes away until the next time it gets clogged.
I"d surely hate to dig up my line as well; mine actually goes under a town road.
