MAGNETO PROBLEM - and a couple of questions ????

A few years ago I bought a tractor that had a pretty good looking mag on it, even had a rebuilt sticker on the side. I took it off and I remember testing it with a wire and a grounded plug and it worked to the best of my memory. The impulse coupler would shoot a spark every 4th try. I tried it again this week and nothing happened. I put a test meter for continuity test between the ground terminal (used to shut it off when it's running) and the magneto case and it shows continuity. Does this mean the thing is grounding itself out? I would think that the ground terminal itself should not show continuity with the case unless you ground it out with the little tab that is attatched. Am I doing something wrong? What's the proper procedure for bench testing this thing? Maybe I'm forgetting something.
