The term "otherwise, they may be counted twice" struck a note with me. While doing some genealogy work on my wife's family a few years ago I found that her grandfather had been counted twice on the 1910 census when he was about 15. In those days, if a family had difficulty feeding all the kids, they would sometimes "farm out" some of the older ones to work on neighboring farms for their "room and board". "Harry" apparently happened to be home when the censor stopped there and was listed as a son but was at another farm some distance away when the censor showed up there so he was counted a second time (as a "servant") on the census for that home. Not funny, but I thought it was sort of interesting.
