If the main jet is part of a fuel shut off solenoid it would do like you see if the solenoid is bad or isn't connected to 12 volts with the ignition switch on. Those solenoids on Zeniths on Deere tractors tend to be about 7/8" diameter and a couple inches long with a spade lug off center at the end opposite the carburetor. The main jet adjustment for running is a small slotted screw in the center of that end. They do fail. Some would cut off the needle on the other end then run on the rich side all the time. Their purpose is to shut off fuel to reliably stop a hot engine from running on or dieseling.
