Ammeter needle goes whacko - WHAT'S WRONG ???

On one of my tractors, 6 volt, positive ground, the electrical system was cannibalized from some old Chrysler automotive product from the 40's or 50's. It's on my Cockshutt 30 and it obviously doesn't have the original 3rd brush generator, etc. It has a Chrysler Corporation generator with two terminals (A & F posts) and a regulator. I am assuming the regulator matches the generator and it is wired correctly. Anyways, when the tractor is running, the ammeter needle fluctuates wildly. Seems to be totally out of control, moving very rapidly from left to right, sometimes all of the movement is on the charge side, sometimes on both sides of center. The battery seems to be keeping it's charge. Once in a while, it does seem to settle down and be stationary on the charge side, but not too often. I have swapped ammeters and the other ones do the same thing. Any idea of where I should start as far as trying to get this under control???
