A-Running better, but losing power under load

My 47 A runs smooth at idle, but sputters moving up to higher rpms and loses power dramatically under load (sputtering quite a bit in the process and sounding like it might die). Running it with the woods mower on it barely runs, sputters a lot, and then occasionally revs up some and sounds more normal. I have a new carb, magneto, and manifold. Adjusted the mixture to where it's running smooth with no smoke. Appears to be running on all 4 cylinders. On a related note, the throttle lever doesn't seem to have much effect on engine speed after the tractor is warmed up. I just replaced the throttle return spring.
