Trying to get a carb to work on my 49 B.

i overhauled my B and rebuilt my carb I took out all the brass plugs anf ran a drill bit down every hole installed a new throttle shaft put in all shaft seals new float needle and seat. it won't idle and pulsates at mid throttle I have tried just about every thing. I have rebuilt the mag had another person look at the carb but it still doesnt work, I think it is sucking fuel out of the bowl instead of throught the carb like it should. It will pull just fine at high idle. Can any one help me with this problem.
